The Working Sectors Act requires the Imperium of Octavium to provide civilian employment options for Octavians who do not wish to join the army, legion or regime. It establishes a Right to Work and prohibits discrimination on race or ethnicity in the workplace. The law aims to increase employment, education and quality of life and to attract more people to Octavium by ensuring work in the primary, secondary and tertiary sectors.
The act sets standard working conditions with eight hour shifts and allows overtime pay. It establishes a national minimum wage of $5 per hour, while leaving specific pay levels within sectors to the Premier. Changes to the minimum wage are controlled by the Premier and require a three quarters majority vote of the Senate and Imperatorial Command. The law does not compel anyone to take these jobs, but it requires that at least one job in each sector be available in V2 within one month after V2 is released.
Preamble:
WHEREAS, There is a severe lack of jobs within civilian sectors that is not the Army, Legion or Regime of Octavium which many Octavians seeking such jobs that may not want to join the army would not be able to do that, this would hinder the economy as the unemployment rates may rise, causing plebeian (civilian) discontent within Imperium of Octavium.
WHEREAS, Providing primary, secondary and tertiary jobs would improve the economy and also raise morale by having other ways to contribute to Octavium.
WHEREAS, in addition this creates an influx within the Imperium of Octavium for new immigrants/civilians (or players) who want to see more choices of action that can be done within Octavium who can also join the army/legion/regime later on.
Purpose:
The purpose of this act is to put the Imperium of Octavium into the path of an economic superpower where all octavians will have a job, will have education and will have an exceptionally high quality of life, no matter the social class. Additionally the act would be used as a drive for more and more people to join Octavium, which would mean more activity and personnel within the Imperium of Octavium and its branches.
Provisions:
(a) All Octavian workers who may not want to join the army, legion or regime; there shall be provided jobs within at least one of the three economic sectors: primary, secondary and tertiary. All Octavians will have the Right to Work and won't be discriminated on race or ethnicity in the workside by anyone.
(b) By standard, all jobs will have 8 hour work shifts per day, however octavians can work overtime to earn more money. The set standard of pay would depend on the job within a sector, but the hourly payment should not lower the national minimum wage.
(i). Not in all cases jobs in the primary sector earn less than jobs in the secondary or tertiary sector and not in all cases tertiary jobs earn more than secondary jobs. This is because there is a wide range of wages within the sectors. It is to the discretion of the Premier how much a job should pay.
(c) The National minimum wage will be set at $5/hour. The minimum wage can be controlled by the Premier, Voted by a majority (¾) of the Senate and Imperatorial Command.
Enforcement:
There will be no enforcement on this bill as it does not mandate or force anyone to join these jobs, however there should be enforcement of a deadline of such jobs being present in V2, at least one in each sector and at least a month after the release of V2.
