Forskriften regulerer adgang til områder i Madrid. Den trer i kraft umiddelbart og gjør inntrengning til en straffbar handling som normalt medfører tre minutters fengsel, med mindre annet er angitt. Inquisition får myndighet til å håndheve adgangsreglene, og dokumentet gir også andre angitte enheter myndighet til å arrestere eller deportere personer i nærmere beskrevne situasjoner.
Dokumentet angir hvem som har full adgang til alle områder, blant annet Chief Praefect, Vice Premier, Premier, Senators, medlemmer av Inquisition Cohort og personer som rangerer Graend Council eller høyere. Vakter og Praetoria Century har begrenset adgang når de beskytter VIP eller ved umiddelbar trussel. Enkelte myndighetspersoner kan ta med et angitt antall gjester, med faste kvoter for hver rang.
Forskriften fastsetter også hvilke kohorter som kan håndheve trespassing i ulike kontekster, og beskriver særskilte adgangsregler for definerte områder som Fortress Victoria, Legionområdet, Regimebygningen, Imperial Tower, Guard-området og Inquisition-bygningen. MADRID ACCESS
Section 1
Effect
This document is to take effect immediately, all access regulations may be enforced by the Inquisition, and certain areas by other entities stated within this document either by arrest or termination.
Trespassing is a crime, and will be dealt with by 3 minutes jail time unless stated otherwise in this document.
Section 2
Pursuit
Any member of the Inquisition Cohort may enter any area with the purpose of detaining anyone found to be trespassing. Anyone found to have entered Madrid illegally is to be given to the Inspectorate Cohort for deportation. In the absence of Inspectorate personnel, the Inquisition may deport or arrest illegal immigrants.
Section 3
Full Access
The following personnel are granted full access to all areas in Madrid; The Chief Praefect, The Vice Premier, The Premier, Senators, members of the Inquisition Cohort, and those ranking Graend Council or higher.
In addition, members of the Guard Cohort may enter the exterior of any building while guarding a VIP with access to said area, and may enter the interiors during an immediate threat. Members of the Praetoria Century are granted permission to enter all areas when actively guarding a VIP with access to said area.
Regime Senior Command, Senators, and those ranking Graend Council or higher are granted a set amount of guests who may follow them into any area they are in. The following amounts are;
Chief Praefect - 1
Senator - 2
Vice Premier - 2
Premier - 4
Graend Council or higher - Unlimited
Section 4
Additional Enforcement
Trespassing in all Regime areas and private property may be enforced by the Police Cohort. Trespassing in all areas past the city when dealing with an illegal immigrant may be enforced by the Inspectorate Cohort. Trespassing in any area where a VIP authorized to be in said area is located may be enforced by the Guard Cohort. Trespassing in all Army, Navy, or Airforce areas may be enforced by the Gendarmeric Division.
Section 5
Areas & Authorized Entrance
The Army area is designated as the Fortress Victoria and may only be entered by members of the Army and Regime.
The Legion area is designated as the spawn for the Inspectorate and Order Cohorts and may only be entered by members of the Legion and Regime.
The Regime area is designated as the Regime building and may be entered by anyone during a public event. During all other times, only members of the Regime and Police Cohort may enter.
The Imperial Tower may only be entered by anyone ranking Octavian Staff, however may only enter the Officer Lounge and only may do so during official events hosted in the Lounge (such as banquets).
The Guard area is designated as the Imperial Floor in the Imperial Tower and may only be entered by Guard personnel.
The Inquisition area is designated as the Inquisition Building and may only be entered by Inquisition Personnel and enforcement agencies during joint investigations.
