Loven gir hjemmel til begrensede humanitære intervensjoner ved å sende frivillige til land som forsvarer seg mot agitatorer og angripere når direkte krig ikke er aktuelt. Formålet er å støtte stater som trues på freden og samtidig øke vilje, beredskap og deltagelse i Imperium of Octavium sin hær. Frivilligkorpsets størrelse er begrenset til 30 personer, men kan justeres etter intervensjonens omfang og den berørte statens territorium, økonomi og militære styrke.
Loven regulerer hvem som kan beslutte og lede slike innsatser ved å gi myndighet til Army HiCom og Graend Council+, med mulig tilsyn og bekreftelse fra Imperatorial Command. Utnevnelse av fungerende sjef skjer ved kombinert myndighet fra Graend Council og Army HiCom, og ved deltagelse fra Legion kreves også medvirkning fra Legion HiCom. Deltakelse i korpset skal være frivillig, og når den aktive innsatsen opphører fylles fungerende sjef-stillingen og korpset lukkes inntil ny autorisasjon. Loven gir High Command of Army og Graend Council myndighet til å sende frivillige til krigsområder for tilknyttede eller allierte land, men kontrollen over de frivillige ligger hos Army HiCom og Graend Council og loven oppstiller ingen videre håndhevingsmekanisme utover dette.
PREAMBLE:
WHEREAS, The foreign aggressors are threatening the stability of the world for unjustifiable reasons. Imperium of Octavium's interests is stability of the world, due to the case of the aggression being not direct to Octavium or its allies, the intervention would be humanitarian and necessary for keeping the mission.
WHEREAS, This will increase willingness, readiness and participation of the Octavian Army during peace in Imperium of Octavium, it will also serve as a way to gauge improvements in the army by seeing it in the active battlefield.
SHORT TITLE:
This Act shall be known and may be cited as the "Limited Intervention Act."
PURPOSE:
Limited Intervention Act allows the ability to send out volunteers to help out nations on the defensive against agitators and aggressors who are trying to break the peace in the world. This will be used as a way to act in a war threatening the peace of the world where direct war is not an option yet.
PROVISIONS:
(a) Ability to intervene within limits in other countries by sending volunteers to fight there. The size of the volunteer corps is limited to 30 people however can be made bigger or slower depending on the intervention, whether it's a smaller or a bigger country not just by land but by economic and military power.
(b) The ability of intervention is left to the vote of Army HiCom or Graend Council+ supervised and confirmed by Imperatorial Command if necessary. Appointment of the Acting Commander is left to the combined authority of Graend Council and Army HiCom.
(i) Participation of Legion within the volunteer corps can be made possible by authority of Graend Council+ if they are allowed then the appointment of the Acting Commander would have to also be with the included authority of Legion HiCom.
(ii) When the active war ends or the volunteer corps would be pulled out of the battlefield for authorised reasons, the Acting Commander seat would be emptied and the volunteer corps closed until the limited intervention clause is authorised.
(c) Participation within the Volunteer Corps is voluntary and should not be strictly mandated or forced.
ENFORCEMENT:
This Act will provide the ability for the High Command of Army and Graend Council to send a Volunteer Corps/Brigade into territories of active war for affiliated or allied countries. This act cannot be enforced as any control over the volunteers would be made by the Army HiCom and Graend Council.
